Domestic Violence High Risk Team
The Domestic Violence High Risk Team (DVHRT) model is an approach designed to address and respond to cases of domestic violence with a high risk of serious harm or lethality.
In 2016, Tarrant County saw its highest year on record for domestic violence homicides, and SafeHaven implemented the county’s DVHRT the next year to combat this growing issue and stop homicides.
The DVHRT model has two parts: a case-management level where SafeHaven case managers directly support high risk victims, and a Coordinated Community Response (CCR) systems-level meeting where staff from SafeHaven, law enforcement, the Criminal District Attorney’s office, probation and all three county hospital systems meet to work through cases.
The team’s goal is to not only identify victims who are most at risk of homicide, but also offenders who are most at risk of recidivism.
Every service offered at SafeHaven is available to everyone, no matter their gender identity. We use ‘she/her’ pronouns to describe victims because the vast majority of victims we serve are women.

In addition to SafeHaven’s gender inclusivity, we offer services to those who identify as LGBTQ+ and continue to strive to be an organization rooted in diversity, inclusion and acceptance, providing a welcoming and safe space for everyone.
We recognize that in some tribal communities, American Indian women face murder rates more than 10 times the national average, and often times, those murders result from domestic violence. SafeHaven strives to be culturally aware and educated, working together to end domestic violence for everyone.
SafeHaven is Tarrant County’s only state-designated Family Violence Program.
This designation, which provides the top levels of anonymity and safety to survivors,
comes from the state’s Health and Human Services Commission.
